Tulsi Gabbard Threatened With “Unclassified Briefing” on Her Conduct

President Trump’s Director of National Intelligence, Tulsi Gabbard, has been accused of “burying” a whistleblower complaint concerning her conduct and keeping it from Congress for eight months. The reporting of the complaint, of which was filed in May 2025, is required by law.

Whistleblower Aid, the organization representing the whistleblower, revealed Tuesday night on social media that it sent a letter to the Office of the Director of National Intelligence “informing the Director that if she fails to provide security guidance to our client and their counsel on contacting the congressional intel committees, we will approach the committees to provide them an unclassified briefing on the disclosure and the underlying intelligence concerns on 2/9/26.”

The letter, which was signed by Whistleblower Aid Chief Legal Counsel, Andrew P. Bakaj, a former CIA intelligence officer, was also sent to the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence.

Bakaj said in a statement: “After nearly eight months of taking illegal actions to protect herself, the time has come for Tulsi Gabbard to comply with the law and fully release the disclosure to Congress.”

In a letter to the congressional intel committees, Gabbard called the allegations regarding her handling of the complaint as “blatantly false and slanderous.”

Note: Bakaj was the principal attorney representing the whistleblower, an anonymous intelligence officer, who filed the initial Trump-Ukraine complaint that led to the launch of congressional investigations, the impeachment inquiry into the President and, ultimately, Donald Trump’s first impeachment.

The Office of the DNI reported on social media Tuesday night that “Security guidance was provided -The ICIG—not the DNI—manages delivery to the Hill -Coordination with Congress is already underway.”


Expressing continued distrust in the DNI’s willingness to comply with the legal delivery requirements, Whistleblower Aid wrote: “We need the Gang of Eight to confirm they received access to the disclosure, and whether it was actually the full document. Our client deserves to be heard by Intel leaders (with protections in place) & they need to see the underlying intelligence. Government officials must conduct a full and complete investigation. Bottom line: We have lost trust in the ODNI.”
