— Vivian Wan, chief executive of homeless services provider Abode Services, on Fremont’s newly passed homeless encampments ban, which also outlaws “aiding” or “abetting” violations. The city attorney said Fremont won’t enforce it on someone providing food or clothing, but Wan argued it would make it a crime “to offer someone a sandwich, a blanket, a bottle of water.”
