Peninsula man gets life in prison for killing boyfriend of workplace crush

A Daly City man was sentenced to life in prison for killing the boyfriend of a woman who for months refused his romantic advances in 2018.

Kevin B. Prasad, 38, was sentenced to life in prison without parole plus a 50 year determinate sentence for following and fatally shooting his coworker’s boyfriend, 31-year-old Mark Mangaccat, according to the San Mateo County District Attorney’s Office.

Judge Stephanie Garratt also denied a motion by the defense for a new trial due to alleged prosecutorial misconduct, siding with the prosecution that there had been no misconduct in a “contentious” trial, according to the DA’s office.

Garratt also found five aggravating factors true, and she denied Prasad probation and ordered him to pay a $5,000 fine and $5,000 restitution.

Joshua Stauffer, the deputy district attorney who prosecuted the case, said that the sentence was “sufficient” for Prasad’s actions.

“(Mangaccat) didn’t even know what was coming, and he was just gunned down because this guy wanted to get the girl essentially,” Stauffer said. ”The fact that it occurred in front of his father, steps away from his daughter and the rest of his family, and he died in his mother’s arms – it was such a tragic, tragic situation.”

Stauffer added that Mangaccat’s family was frustrated by the length of time involved in the process of getting a sentence.

“They were very frustrated throughout the process, but on the day of the sentencing, they also expressed their relief that it was over,” Stauffer said. “They thought it was a just sentence.”

Prasad’s defense attorneys did not respond to a request for comment. At the sentencing hearing, Prasad claimed that he was innocent, the DA’s office said.

In September 2023, Prasad was convicted of first degree murder with a special circumstance of lying in wait and two counts of felony discharging a firearm at a vehicle following a 15 day jury trial. Enhancements for use of firearms on all counts were also found true, the DA’s office said.

Prasad had spent months trying to start a romantic relationship with Mangaccat’s girlfriend, who he worked with at San Francisco International Airport, where he was employed by a company that provides security. He attempted to convince the woman to break up with her boyfriend but she refused, prosecutors said.

On April 25, 2018, Prasad and an accomplice followed Mangaccat’s car as he picked up his girlfriend from work at SFO on her final day before the couple was set to move to Las Vegas. Mangaccat drove her to their house on Abbott Avenue in Daly City.

When Mangaccat backed the car into his garage, Prasad approached and fired a gun five to six times at short range, killing the victim. None of the shots hit the victim’s girlfriend, prosecutors said.

Prasad then returned to the car and his accomplice, Donovan Matthew Rivera of Hayward, drove them away.

Stauffer added that Prasad had put together a “murder kit” that included zip ties, black clothing and police radios.

“He very carefully planned this, executed it and then he initiated this surprise attack where Mark had no idea. He was stuck in the car, and he just opened fire on him,” Stauffer said.

Rivera was initially charged with murder in 2018. He cooperated with prosecutors and testified against Prasad in trial; he received a plea deal, serving six years for charges of aiding and abetting an assault with a firearm and acting as an accessory to murder after the fact, Stauffer said.

Prasad remains in custody with no bail status, the DA’s office said.

Mangaccat and his girlfriend had a 3-year-old daughter at the time of his death.
