Kevin Roberts, executive director of the Heritage Foundation, the right-wing organization behind “Project 2025” — the presidential transition project and conservative leadership mandate designed for a second Trump administration — said this week that President Trump has so far in his second term implemented 1,055 of the 1,913 recommendations listed in Project 2025 — or 55 percent.
Speaking on C-SPAN, Roberts praised Trump directly as “the person who deserves credit” for the implementation of Project 2025’s initiatives. He added, “If we played a role through our policy scholarship, through message testing, and helping to craft public opinion upstream of electoral politics, that’s great. Heritage exists not to take credit, but to offer great ideas.”

Many on X are responding to Roberts’ comments with video of Trump, who while campaigning in 2024, referred to Heritage Foundation as “very extreme.”
Claiming he “didn’t know anything about” Project 2025, Trump said, “I don’t want to know anything about it.” He claimed Democrats warning voters about Project 2025 and linking Trump to the controversial Heritage game plan were spreading “misinformation and disinformation.”

[NOTE: Trump isn’t the first President to embrace Heritage leadership mandates. President Ronald Reagan also implemented a majority Heritage proposals while in office. Global leaders, including Soviet leader Mikhail Gorbachev, noticed. After meeting Reagan in Moscow, The Wall Street Journal reported, “the Soviet leader offered a complaint: Reagan was influenced by the Heritage Foundation, Washington’s conservative think tank. The outfit lent intellectual energy to the Gipper’s agenda, including the Reagan Doctrine—the idea that America should support insurgents resisting communist domination.”]
Heritage now argues against sending additional aid to Ukraine for its fight to resist domination by Russian leader Vladimir Putin.
[NOTE: In December 2025, approximately 15 top officials left Heritage for former Vice President Mike Pence’s think tank Advancing American Freedom. In an editorial, The Wall Street Journal said the exodus reflected major shifts in Heritage since Roberts became its president, writing: “Heritage once supported free trade; now it is protectionist. It once supported a robust American foreign policy; Heritage purged its defense hawks two years ago. Heritage was a supporter of the originalist judicial revolution and the rule of law; now it defends Mr. Trump’s expansion of executive power whether or not it has a constitutional basis.”]
