Alleged brothels disguised as skin care spas in Lake Forest busted; Yorba Linda woman arrested

A 44-year-old Yorba Linda woman accused of owning multiple brothels disguised as skin care and massage spas in Orange and Ventura counties has been arrested.

In early 2024, detectives from the Ventura County Sheriff’s Department conducted a proactive investigation into one of the spas based in Thousand Oaks, after they received a tip from the public regarding suspicious activities. Detectives found evidence of ongoing commercial sex work at Swan Spa, located on the 100 block of North Rancho Road in Thousand Oaks.

The owner, Amanda Xia, was found to be profiting from the sex services being provided to customers by her employees, the Ventura County Sheriff’s Department said. It was later discovered that Xia owned three additional spas conducting similar illegal activities — one in Newbury Park and two in Lake Forest.

Swan Spa, along with these additional businesses were determined to be brothels providing commercial sex services;

Star Spa: 400 Block of North Ventura Park Road in Newbury Park.
Victoria Spa: 23000 block of El Toro Road in Lake Forest.
Four Seasons Spa: 20000 block of Lake Forest Drive in Lake Forest.

It was unclear how long the brothels had been operating, though Xia gained ownership of the business sometime this year, Ventura County Sheriff Detective Nan Jiang said. Authorities also identified multiple men suspected of paying for sex acts at all four locations during the investigation.

Photos posted by one of the Lake Forest spas listed on Google showed young women in tight or revealing clothing advertising the business, along with short video clips of other women dancing provocatively. The images and videos were later removed.

Detectives, with the assistance of the FBI and Ventura County District Attorney’s Office, served search warrants on Nov. 13 at Star Spa, Victoria Spa, Four Seasons Spa, and Swan Spa, as well as Xia’s residence in Yorba Linda.

Xia was arrested later that day on multiple felony charges including pimping, money laundering, and pandering. No other suspects have been identified and detectives have not found evidence of sex trafficking, Jiang said.
