Tenant rights attorney Ysabel Jurado has a strong lead over incumbent Los Angeles City Councilmember Kevin de León in District 14, based on early returns.
The semi-official results of the Nov. 5 election, released by the Los Angeles County registrar’s office at 4:30 p.m. on Wednesday, indicate that residents of de León’s District 14—which includes downtown L.A. and several Eastside communities—may be seeking new leadership on the city council.
Voters appeared to favor Jurado, who garnered 55.55% of the vote, while De León, seeking another four-year term to represent his predominantly Latino community, received 44.45%. Tenant rights attorney and challenger Jurado also led in the primary election.
De León’s campaign was marked by widespread criticism after he made national headlines in 2022 when a secretly recorded tape from October 2021 surfaced, capturing Ron Herrera, president of the Los Angeles County Federation of Labor, along with City Council members de León, Gil Cedillo, and Nury Martinez, making racist remarks. Meanwhile, candidate Jurado recently faced backlash for saying “expletive the police” during a meeting with Cal State Los Angeles students.
Los Angeles voters are also selecting two other City Council members in the Nov. 5 election. This first set of election results consists solely of vote-by-mail ballots received before Election Day.
In District 2 of the San Fernando Valley, which stretches from North Hollywood to Toluca Lake, former state legislator Adrin Nazarian held a strong lead over newcomer Jillian Burgos. Early returns showed Nazarian with 56.30% of the vote, while Burgos trailed with 43.70%. They are competing for the L.A. City Council seat being vacated by Councilmember Paul Krekorian, who held it for 15 years but faced term limits.
Nazarian served as chief of staff to then-Assemblymember Krekorian from 2006 until Krekorian’s election to the city council in 2010. Burgos is a small business owner, healthcare worker and neighborhood council member.

In District 10, which includes Mid-City, Leimert Park and Baldwin Hills, incumbent Heather Hutt, appointed to the vacant seat by the city council, held a strong lead over attorney and community activist Grace Yoo.
In early returns, Hutt held 61.95% of the vote, while Yoo had 38.05%. Hutt was appointed to the Los Angeles City Council in September 2022 to fill the vacant seat left by former Councilmember Mark Ridley-Thomas.
Hutt previously served as the statewide director for U.S. Senator Kamala Harris and as chief of staff to former L.A. City Councilmember Herb Wesson. Yoo is an attorney specializing in estate planning and has advocated for abused and neglected children at the Children’s Law Center of L.A. County.
